
Elina Doszhan, CEO
Elina Doszhan is CEO and co-founder of EcoLibria International. She has held leadership positions in non-profit organizations for more than 10 years and continues to be an expert on climate and sustainable development issues. She has experience working in private sector companies in Kazakhstan, as well as consultative bodies and international organizations.
Elina earned her Master’s degree in Leadership in Development Finance from the Frankfurt School of Finance and Management, and holds a Bachelor’s degree in Accounting and Business Administration, with a major in Finance, from Kazakhstan Institute of Management, Economics and Strategic Research. A native of Kazakhstan, she currently resides in Massachusetts.

Tamara Kowalski, COO
Tamara Kowalski is COO and co-founder of EcoLibria International. She has more than 15 years of experience working with international and environmental non-profits utilizing her skills in program management, grant writing, and communications. She worked at The University of Texas at Austin’s Center for Russian, East European and Eurasian Studies for six years, and has been an International Election Observer with the OSCE Office for Democratic Institutions and Human Rights (ODIHR) since 2018.
Tamara earned a Master’s degree in Russia and the Former Soviet Union from the School of Slavonic and East European Studies, University College London, and a Bachelor’s degree in International Studies and Public Affairs from American University in Washington, DC. She currently resides in Austin, Texas.

Patricia Foley, Treasurer
Pat has provided tax and financial services for numerous non-profit organizations throughout her career. She received her Enrolled Agent license in 1983 with a concentration in non-profit accounting and taxes. Pat works with us from her home base in southern California.

Robyn McCutcheon, Board Member
Robyn served in the US Department of State as a Foreign Service Officer for 15 years, stationed in Moscow, Tashkent, Bucharest, and in Astana as the Central Asia Regional Representative for
Environment, Science, Technology, and Health. She also served in Washington, DC, on the Russia Desk (Russian external relations), the Nuclear Risk Reduction Center (arms control treaty
implementation), and in the Office of Global Programs in the Bureau of Democracy, Human
Rights, and Labor. Robyn spends her time between Maine and Kazakhstan.

Agnes Sekowski, Board Member
Agnes served as assistant director of The University of Texas at Austin’s Center for Russian, East
European and Eurasian Studies for eight years, where she was involved with program development, fundraising, and grant writing. She has been interested in environmental causes since childhood and along with her knowledge of our region, is keenly interested in applying her knowledge and skills to our mission. Agnes currently lives in Krakow, Poland, where she is pursuing a Master of Science in Environmental Protection and Management (EPM) at Jagiellonian University.
